Bottom line

Russia is sustaining a standing hybrid campaign against NATO’s eastern flank; deniable drone or missile effects on Polish or Baltic territory, framable as accident or spillover, remain likely in the 0–6 month window. Poland’s air-defence posture change and jet-powered Geran warning-time compression, plus Belarus-origin drone and repeater reporting, reinforce IW-01/IW-02/IW-04. A conventional attack on a NATO member is not indicated as imminent—NATO HQ restated that on 18–19 Sep and Kaliningrad/Western MD reconstitution indicators stay cold. The gap between frontline capitals (Tusk, Rinkēvičs, Nausėda) and NATO HQ is a threshold and messaging split, not a facts split.
